由於美軍核潛艇艦隊預計在2028年時，將會銳減至現有的80%左右，五角大廈決定大幅加速維吉尼亞級核動力潛艇(Virginia-class submarine)的製造速度，將從原本1艘所需的84個月工期縮減為74個月，甚至是66個月。另外，與此同時，也計畫對目前5艘現役潛艇進行延壽，最終滿足未來同時服役66艘核潛艇的計畫。

據Defense News報導，目前美軍現役核動力潛艇的數量為52艘，但是由於部分艦隻面臨退役潮，將在2028年時銳減至42艘。康乃狄克州議員喬·科特尼(Joe Courtney)表示，「大家都有共識，這些核潛艇隊愈來愈受到軍隊的指揮官的重視，所以現在艦隊的規模急遽下降，進而讓時間和交貨變成重中之重。」

報導指出，儘管維吉尼亞級一直被譽為能夠準時交付並符合預算的船隻，但是還時不時傳出一些零星的意外，包括船隻受到焊接問題的影響延遲入列，又或者部分船隻出現延誤而拖慢了施工進度。海軍新維吉尼亞項目經理Chris Hanson表示，「為了順利完成這項工作，我們需要確保高達5000家的供應商能夠按時為項目提供所需的零件。」

報導表示，美軍選擇進行延壽的潛艇為洛杉磯級核動力攻擊潛艦(Los Angeles-class submarine)，又稱688級，它們原本將由新建的維吉尼亞級取代，但是海軍決定將其中5艘的使用壽命延長10年。資料顯示，該級艦截至2018年仍有35在服役中，而已退役則為27艘。

美國潛艇工業理事會主席Macdowall表示，根據他們3月份高層會議的紀錄，共有400多人參與討論，這也表明了其實各廠對這項計畫都有興趣；其實，供應商最關心的就是能否準時拿到原料以及有足夠的人力、設備來生產；政府提供數千萬美元幫助供應商準備，比如提前購買零件，自然能夠加速生產。

據了解，造價約27億美元的維吉尼亞級潛艇長約115公尺、寬約10公尺，估計最大潛深大於450公尺，在水面上的極速為25節 （時速46公里），潛行極速則可達34節（時速63公里）。至於武裝方面，它能夠能搭載12枚戰斧巡弋飛彈(Tomahawk cruise missile)和各式水雷，外傳還在設計階段的子型號Block V型級的飛彈搭載量甚至還會再增加2倍。
